Hey Dave, this is a great question but if you have the CE Smith Spare Tire Mount # CE27202 tight enough it won't allow any movement that would cause any damage to the wheel stud holes. You will want to have the brackets screw down all the way to the hub or you won't hold the tire tight. I recommend using the lug nuts # CE11050 and then the brackets and lock. This keeps the tire tight to the frame, the wheel tight and yet centered and unscratched, and then the brackets and lock close to those lug nuts.

We have the Dexstar Steel Directional Trailer Wheel # AM20259 that you will be able to mount to a Karrier ST175/80R13 Radial Trailer Tire # AM10199. We currently do not carry Carlisle tires but the Karrier does include a 5 year warranty which is much higher than others. This is great for a spare tire having the longer warranty period. I recommend a locking spare tire carrier like the CE Smith Spare Tire Carrier # CE27202 that way your tire is secured to your trailer.

How Do the Locking Bars On the CE Smith Spare Tire Carrier Stay On the U-Bolt
The angled brackets on the CE Smith Spare Tire Carrier part # CE27202 are threaded. In order to un-thread these angled brackets off the u-bolt you would need to spin them round but this cannot be done while the padlock holds them in place. If you don't like this design we have the Fulton Economy Spare Tire Carrier with Wheel Nut Lock part # FETCSTL0701 which use a locking clamp that goes around the lug nut and prevents it from being loosened.
